Google Analytics loads with IP anonymisation and with Google Consent Mode denied by default: until you accept, no cookie is set and no identifier is stored. The Google tag does load, but in that state it only transmits anonymous, cookieless signals that Google uses to estimate aggregate figures. When you accept, analytics cookies and advertising measurement signals are enabled (Consent Mode v2: analytics_storage, ad_storage, ad_user_data and ad_personalization).
